I don't think it is a VLC issue, I think the new firmware on the GoPro is the problem. Turn off your GoPro, pull the battery. Connect the battery, turn on GoPro, turn on WiFi on the GoPro (App/Tablet). Wait a few seconds, connect your laptop to the HERO3. Try to access the webpage using the address in this article. If it work, congrats! If not, repeat the steps one more time.  Try to access the stream using VLC. Let me know if it works.
